Library Policy and Procedures
 

2. Library policy formulation

 

2.1 PURPOSE

The purpose of each library policy is:  

  • to provide guiding principles for day to day activities;

  • to establish responsibilities; and

  • to spur discussion of library plans.

Unless otherwise stated, policies apply to the Library at the Manassas campus and all branch UNVA Libraries.

2.2 ORIGINATION

Policies should originate with each branch librarian. Library staff members are urged to identify policy development needs through appropriate librarian.

2.3 APPROVAL

2.3.1 Format

All policies whether new or revised shall follow the format of this policy.

2.3.2 Approval Path

2.3.2.1 Within the libraries, completed drafts of all policies should normally pass through the following channels for review:   

  • Appropriate branch librarian (recommendation)

  • Librarians staff meeting (review)

  • Dean of Library Services (approval)

2.3.2.2 At the faculty level, the Dean of Library Services shall refer appropriate draft policies to the faculty through the Academic Deans for final approval.

2.3.2.3 One week prior to the above step, the library administration will distribute draft policies to all librarians.

2.3.3 Responsibilities during the approval process

2.3.3.1 Draft policies requiring significant revisions shall be returned to the originator.

2.3.3.2 If no action is taken within two weeks by the appropriate reviewing channel (level), the policy is considered approved as is, at that level, and moves forward to the next level.

2.3.3.3 The decision of the Dean of Library Services in all matters of operating policy shall be final.

2.3.3.4 The Dean of Library Services shall be responsible for the distribution of all approved policies.

2.3.3.5 The current policies will be posted on the library's web page.
 

2.4 REVIEW

2.4.1 Time of review

Two years from the original approval date, each policy shall undergo a review by the Dean of Library Services. Substantive revisions to policies will follow established policy review steps outlined above.

2.4.2 Criteria for review

In deciding whether the policy needs updating, the following questions will be asked:   

  • Is this policy clear and concise?

  • Is there sound rationale for this policy?

  • Is the policy consistent with the goals, objectives, and plans of UNVA and the libraries?

  • Is the policy up to date?
